How to read it. Finish is the share who complete. Where it is low, most students take the debt and never receive the degree, and student debt is not dischargeable in bankruptcy. Debt vs pay is median borrowing divided by median earnings ten years after enrolling: at 1.00 a graduate owes a full year of income.
